From 2027, the EU’s Anti-Money Laundering Regulation (AMLR, Regulation (EU) 2024/1624) will apply directly across Member States a harmonised set of rules on customer due diligence (CDD), enhanced due diligence (EDD), and risk assessment. Introducing among others changes:

  • An expanded scope of obliged entities
  • Stronger risk-based requirements for due diligence across all business operations (Art. 20, AMLR 2024/1624)
  • A mandatory, non-exhaustive list of risk factors defined in Annexes II–III
  • Enhanced focus on beneficial ownership and opaque corporate structure red flags
  • Strict reporting obligations
  • The broader AML package establishes the new EU AML Authority (AMLA) with direct supervisory role

To inform AMLA’s work, the European Banking Authority (EBA) has also recently issued a series of Regulatory Technical Standards (RTS) and Guidelines, aimed to standardise risk assessment methodologies, definitions and supervisory reporting.

In this new framework, firms able to deploy scalable, data‑driven and AI-powered solutions for AML/CFT will be best placed to meet the new requirements and turn them into a strategic defence against legal, reputational and operational risks.

A Risk Based Approach

Obliged entities are required to perform a documented, up to date assessment of ML/TF risks at business wide level, taking into account at least the risk factors set out in AMLR Annexes, assessed across multiple dimensions: customer, products and services, delivery channels, geography, and structural/behavioural red flags. The presence of Higher risk factors (Annex III) flags a situation requiring EDD (Art. 20(2), AMLR).

Opaque Ownership

In the AMLR, unduly ownership complexity is both a high‑risk factor (Annex III) and an issue to be investigated as part of EDD (Art. 20(1)(b)), reflecting the growing use of multi‑layered cross‑border structures to obscure beneficial ownership. EBA’s Guidelines define ownership as complex when “there are three or more layers between the customer and the beneficial owner” and involves legal arrangements, entities registered in foreign jurisdictions, ownership opacity, nominee shareholders/directors.

Chapter IV of the AMLR refines the definition of Beneficial Owners and how to assess ownership and control. The ownership threshold is set at “25% or more of the shares or voting rights or other ownership interest” (and no more than 15% in case of high-risk for money laundering and terrorist financing: Art. 52(2)). Indirect ownership is calculated by multiplying holdings along each chain and aggregating them. Art. 53 lists other forms of control or influence such as majority voting rights. Specific rules are set for trusts, foundations and other legal arrangements (Arts. 55 et seq.).

Geographical and Sectoral Risk

The AMLR requires obliged entities to treat as higher risk those relationships involving high risk third countries (Annex III), jurisdictions with weak AML/CFT controls, high levels of corruption or criminality, sanctions or embargoes, supporting terrorism, or with financial secrecy, triggering EDD procedures. EBA’s Guidelines underline that risk assessment methodologies should be adjusted according to the sector in which an entity operates.

Political Exposure and Negative Events

Political Exposure and Negative Events (sanctions listings, enforcement actions and reputational risks) are higher risk factors requiring EDD (Annex III). The AMLR (Art. 2(34)) expands the definition of Politically Exposed Persons (PEPs) to include heads of regional and local authorities and extends controls to a wider group of family members and close associates (Art. 46). These individuals are treated as higher risk customers requiring ongoing monitoring (Art. 42).

The EBA’s Draft RTS emphasise “obliged entities shall put in place automated screening tools and measure” to properly comply depending on size, business model, complexity or nature of the business (Art.19). The Guidelines underlines that the customer’s reputation may be assessed through “adverse media screening or similar means, information on criminal investigations, proceedings and convictions or any other relevant information”, provided that such information is accurate and reliable.

Reporting and Ongoing Monitoring

AMLR’s Chapter V sets out strict reporting obligations, including short deadlines to respond to requests from competent authorities, which presuppose fast access to, and management of, structured and reliable customer and risk data. Also, The AMLR and EBA Guidelines make clear that risk assessment and CDD/EDD are not one off events. AMLR’s Art. 26 requires obliged entities to conduct ongoing monitoring and to review and update customer information whenever risk or circumstances change, with risk‑based maximum review intervals.

Supervisors increasingly expect organisations using advanced tools to be able to explain their methodology, evidence validation and justify outputs in a way that authorities and stakeholders can understand and challenge.

“Grandi Opere e Legalità: l’esperienza di M4“

The analysis, carried out within the framework of the Protocol signed by Transcrime-Università Cattolica, its spin-off Crime&tech and M4 S.p.A., represents the first empirical study in Italy on integrity controls in a Major Public Project: the construction of Milan’s Metro Line 4 (the ‘Blue Line’).

The analysis of the supply chain, the workforce involved, the anti-mafia controls conducted, and the risks profiled through an innovative system – the anomaly indicators developed by Transcrime – has shed light on the scale and complexity of integrity safeguards in a strategic construction site, to reflect on policies and tools for preventing criminal infiltration, benefiting contracting authorities, regulators, and companies in Italy.

A conference in Italian will be held on 3 December 2025 at Università Cattolica (Milan) to present the first empirical study in Italy on integrity controls in a major infrastructure project: the construction of Milan’s Blue Metro Line. Conducted by Transcrime, its spin-off Crime&tech, and Metro4 S.p.A., the analysis covers over 1,300 companies, nearly 4,500 contracts, and 16,000 workers. The event will explore strengths and limitations of anti-mafia screening, the importance of promoting a culture of legality across all levels, and the role of new monitoring technologies and risk-assessment models.

Nel solo 2024, il giro di affari degli appalti pubblici in Italia è stato superiore a 270 miliardi di euro (ANAC, 2025). Un motore di crescita ma, al contempo, un’opportunità di infiltrazione per le organizzazioni criminali. Nonostante la rilevanza del tema, la conoscenza su come le attività di prevenzione e le verifiche antimafia si svolgano nella realtà è ancora molto limitata.

È per questa ragione che Transcrime – centro di ricerca dell’Università Cattolica – e il suo spin-off Crime&tech insieme a Metro4 S.p.A. hanno prodotto il primo studio empirico in Italia sui controlli di legalità in una ‘Grande opera’: la realizzazione della linea blu della metropolitana di Milano.

Lo studio verrà presentato il prossimo 3 dicembre 2025 in Università Cattolica.

Un’analisi svolta su più di 1300 imprese, quasi 4500 contratti, 16000 maestranze. Discuteremo dei punti di forza e dei limiti del sistema delle verifiche antimafia, dell’importanza di condividere a tutti i livelli la cultura della legalità, del ruolo delle nuove tecnologie di monitoraggio e dei modelli di valutazione del rischio.

The successful candidate will join a dynamic technology start-up recognised nationally and internationally and will play a key role in the operational and strategic management of projects and in the governance of the digital product lifecycle, working closely with the development team, analysts, and business functions.

We are looking for a candidate with experience in project management and product ownership in the field of data analytics, capable of coordinating complex projects and driving the development and evolution of proprietary technological solutions for criminal risk investigation and analysis and reputational risk assessment. These solutions are used by public and private clients for investigation, due diligence, monitoring, and profiling of individuals and counterparties.

Main responsibilities

  • Oversee the IT development of Crime&tech’s business intelligence / AML / financial crime investigation platforms, ensuring quality, scalability, and alignment with strategic objectives.
  • Translate analytical and business requirements into functional specifications and contribute to the definition of the technical and functional roadmap.
  • Work with the technical team to organise and plan development activities, structuring them into cycles with clear priorities and concrete objectives at each stage.
  • Define and monitor project plans, milestones, and budgets, ensuring compliance with timelines and resources.
  • Ensure the technical governance of products, supervising key architectural decisions, release processes, and technical documentation.
  • Maintain alignment between internal and external stakeholders, including technology partners and clients.

Minimum requirements

  • Degree in technical-scientific disciplines (Engineering, Computer Science, Data Science, Statistics, or related fields) or proven experience of at least 3 years in project and/or product management in software development or digital technologies.
  • Basic knowledge of programming languages (Python/R preferred) and familiarity with data analysis and visualisation tools.
  • Basic knowledge of SQL.
  • Experience in coordinating development teams and managing the lifecycle of digital products.
  • Strong organisational skills, goal orientation, and attention to detail.
  • Proficiency in Italian and English.

Preferred requirements

  • Previous experience or knowledge of business intelligence and risk analysis tools for third-party risk assessment, AML profiling, and automated due diligence.
  • Knowledge of key data sources used in investigative and compliance contexts, including company and registry data, land registry information, and compliance lists.
  • Experience in similar contexts and use of project and product management tools (e.g. Jira).
  • Experience in machine learning/artificial intelligence.

Discover EMERITUS

Waste crimes, including waste dumping, trafficking, and illegal storage, are multifaceted environmental offences. Investigating them is challenging not only due to complex modi operandi and multiple actors involved, but also because their environmental impact is often not immediately visible.

The Horizon Europe-funded project EMERITUS (Environmental Crimes’ Intelligence and Investigation Protocol Based on Multiple Data Sources) addressed this challenge by developing advanced technological solutions and operational protocols to enable coordinated investigations of waste-related offences across Europe.

The report “Waste crime investigation phases and the role of emerging technologies” provides an overview of the work carried out by Crime&tech — the spin-off company of Transcrime — which led the development of a multi-phase investigative protocol, built on a comprehensive literature review, the analysis of 25 judicial cases, and interviews with law enforcement and border control professionals. The protocol, integrated into the EMERITUS platform, supports authorities throughout the full investigation process, offering offence-specific procedures and incorporating EMERITUS’s monitoring technologies.

In parallel, we also explored synergies with the ISF-funded DATACROS III project, which is coordinated by Transcrime and involves Crime&Tech as a partner. The aim was to assess how corporate risk indicators could improve the early detection of environmental crime and enable more proactive responses.

Crime&tech, partner of the EMERITUS project funded by the European Union’s Horizon Europe programme, will take part in the project’s Final Event on 1 July 2025 in Turin, Italy.

EMERITUS (Environmental crimes’ intelligence and investigation protocol based on multiple data sources) focuses on strengthening the fight against waste-related environmental crimes, which are highly profitable for criminal networks due to low detection risks and complex enforcement challenges. The project developed a one-entry-point intelligence platform that combines satellite data, drone surveillance and innovative monitoring and analysis technologies to support evidence collection and improve detection rates.

As leader of Work Package 2, Crime&tech has contributed to the design of an investigative protocol for law enforcement and border authorities. Based on operational needs and best practices, this protocol will support standardised, intelligence-led investigations, and has been integrated within the EMERITUS platform.

The Final Event will present the project’s key outcomes, showcase tools and methodologies, and explore their application in real-world environmental crime investigations.

Crime&tech, spin-off of Transcrime – Università Cattolica, specialises in the development of advanced solutions, tools and analyses to help public authorities and private organisations assess, prevent and mitigate security and crime-related risks.

In the field of crime and security risk assessment – and in particular Third Party Risk Management (TPRM) and Anti-Money Laundering (AML) – we work with corporate entities, financial institutions and public bodies to evaluate the risks associated with potential suppliers, clients and other third parties. Leveraging proprietary investigative tools, we process data from multiple sources to enable the timely identification of high-risk entities. These tools enable our clients to conduct thorough due diligence and maintain effective, ongoing monitoring of third-party relationships.

Who we are looking for

We are looking for a Junior Analyst to join our team. The ideal candidate will contribute to the assessment of third-party risks, support the development of innovative approaches to assessing and investigating these risks, and support the testing, demonstration and customisation of our solutions.

Key Responsibilities

  • Analyse qualitative and quantitative data to identify various criminal risks, including financial and organised crime; corruption and fraud.
  • Support due diligence on third-party entities, leveraging Transcrime research and Crime&tech’s proprietary tools, external databases, OSINT, and other public data sources.
  • Map corporate and other asset connections to detect conflicts of interest and other crime risks.
  • Draft risk reports and due diligence reports in English and Italian.
  • Support the exploration and the design of new approaches and tools for detecting crime risks.
  • Demonstrate Crime&tech’s risk assessment solutions to prospects and clients, and support commercial engagements.
  • Assist in implementing and refining features in Crime&tech solutions based on clients’ and operational needs.

Basic Requirements:

  • Education: MA/MSc (or equivalent) Degree in Economics/Finance, Law, Criminology, or related fields.
  • Skills:
    • Strong analytical and critical thinking skills
    • Proficiency in Office tools, especially Excel
    • Previous basic experience in Crime and security risk assessment and/or AML/CTF, and/orThird party risk intelligence and/ or fraud prevention functions
    • Excellent verbal and written communication skills in English and Italian
    • Strong relational skills, ability to present and interact with colleagues and external stakeholders

Preferred Qualifications:

  • Previous experience in drafting risk assessment/investigative reports
  • Experience with KYC/compliance databases (e.g. company data providers, compliance lists, real estate registers).
  • Understanding of TPRM/AML legislation and guidelines
  • Technical Proficiency: Knowledge of OSINT tools and data visualization techniques
  • Familiarity with Python, R, or advanced data analytics tools
  • Proficiency in languages beyond English and Italian is an asset
